A Message From Our Founders

A Message From
Our Founders

Thank you for standing with us.

More than a decade ago, DeliverFund was founded with a clear purpose: to equip law enforcement with the intelligence needed to dismantle human trafficking networks. Today, more than 9,000 officers across 1,200 agencies use the technology and intelligence you helped build to identify victims, strengthen investigations, and hold traffickers accountable.

In 2025, exploitation continued to evolve, but so did we. We expanded our technology, strengthened partnerships, and trained more intelligence professionals, giving investigators capabilities once reserved for national security operations. The numbers in this report represent more than data. Every statistic reflects a life impacted, a victim given hope, or an investigation moved forward. Many of those whose lives are changed will never know who made it possible.

We do. It was you.

Your support is more than a donation; it is an operational force that helps law enforcement protect the vulnerable every day. Thank you for believing in this mission. Together, we will not stop until every child is free from exploitation.

“What stood out was their professionalism, not because they wanted to make a name for themselves. Because of that, we quickly understood DeliverFund was an organization we could trust. Over the past several years, we’ve been very grateful for the collaboration and support we’ve received from DeliverFund in our community.”

How the Smartphone Changed Everything

How the smartphone changed everything

Smartphones didn’t create child trafficking, they digitized it. What required physical proximity can now happen anywhere, anytime, through a device in our pocket.

“In combat, we didn’t wait for the enemy to attack. We mapped their network, identified their logistics, and collapsed their capability before they could operate. Trafficking networks are not different from insurgent networks; they require the same systematic disruption methodology.”

Our Strategy

We don't run awareness campaigns.
We run intelligence operations.

HOW IT WORKS: Human trafficking isn't just a crime, it's a marketplace, sustained by ten repeatable, predictable transactions. DeliverFund's 10 Points of Disruption target every link in that chain: from Recruitment and Advertisement to Payment and Transport, using the same counterterrorism methodologies built to dismantle terrorist networks. By deploying advanced AI, proprietary datasets, and operators with deep intelligence backgrounds, DeliverFund arms law enforcement to put traffickers behind bars. The goal: make human trafficking so dangerous and so thoroughly surveilled that the marketplace collapses.

Three Traffickers
Three Juries
One Historic Trial

How DeliverFund’s intelligence helped reshape justice for a trafficked child.

San Luis Obispo County District Attorney announcement: Heather Hunt, Joshua Murphy, and Tremaine Jones found guilty of human sex trafficking, July 24, 2025
Conviction announcement from the San Luis Obispo County District Attorney, July 24, 2025.

She was 15 when three adults convinced her to leave Nevada for what sounded like a way out. Over the next 16 days, they moved her from city to city along California's Central Coast, selling her, controlling her, and keeping her under a constant cloud of fear. When law enforcement found her during an operation in Pismo Beach, the rescue was only the beginning. What followed became one of the most complex human trafficking prosecutions in San Luis Obispo County history, and DeliverFund was there from the start.

From day one, investigators didn't just have a traumatized child and scattered leads. They had DeliverFund's analysts and technology. While officers stabilized the victim, DeliverFund traced digital fingerprints from ads, communications, travel patterns, and open-source data. That intelligence connected three defendants to a single trafficking enterprise and gave prosecutors a clear, data-driven picture of what had happened.

Then came a constitutional challenge. Each trafficker had made statements implicating the others.

Normally, that would require three separate trials, and force the survivor to relive her trauma three times. Instead, the court did something unprecedented: three juries, one courtroom, one testimony. That approach only works when the evidence is airtight. DeliverFund's intelligence helped make it possible.

Over the months that followed, while memories faded and defense strategies shifted, the digital evidence held. DeliverFund's reports mapped movements across jurisdictions, corroborated the survivor's account, and showed each defendant's role in the trafficking operation. Prosecutors presented three juries with a single, data-backed story that traffickers couldn't explain away.

In the summer of 2025, all three juries returned guilty verdicts. Every trafficker was convicted and sentenced to state prison. The survivor testified once, told her story once, and walked away knowing every person who had exploited her was going to prison.

For San Luis Obispo County, it was a landmark legal victory. For DeliverFund donors, it was proof that the intelligence you fund doesn't just help rescue victims, it helps deliver justice. By tracking digital trails, preserving evidence, and supporting investigators from rescue through prosecution, DeliverFund helped make this historic outcome possible.

Operation Reclaim & Rebuild

San Luis Obispo District Attorney investigators work alongside DeliverFund analysts as they search the vehicle of a trafficker transporting a victim across California. The trafficker had rented the vehicle through the popular app Turo, illustrating how traffickers exploit everyday platforms used by the public.

More than 80 law enforcement agencies and task forces joined California's Operation Reclaim and Rebuild, a multi-jurisdictional initiative to identify victims, arrest traffickers and sex buyers, and dismantle organized trafficking networks statewide.

During the week-long crackdown, hundreds were arrested and more than 150 victims recovered, including children as young as 13; underscoring the scale of the problem and the need for intelligence-driven responses.

Investigators from local, state, and federal agencies coordinated across city and county lines, pairing traditional investigative work with proactive, intelligence-led strategies to expose hidden networks and the digital and financial trails that keep them running.

DeliverFund supported the operation by providing intelligence and technology most local agencies lack the budget or personnel to build themselves.

Using its analyst-curated trafficking database, the largest of its kind, DeliverFund analysts fused online ads, phone numbers, emails, images, and open-source records into a clear picture of who was exploiting whom, and where.

That work connected evidence across jurisdictions, surfaced patterns that might otherwise have been missed, and helped prioritize high-value targets so officers could focus limited resources for greatest impact.

The intelligence gave investigators faster, sharper leads and real-time support as cases unfolded, contributing directly to arrests, rescues, and the disruption of trafficking networks so more victims were identified quickly, removed from danger, and given a chance to reclaim and rebuild their lives.

International Trafficking Ring in Montana Dismantled

Trafficking and National SecurityHow a Trafficking Business Funneled Cash to America’s Top Adversary

From the street, Soul Massage occupied an unassuming house in Missoula, Montana: a simple storefront, neon sign glowing “open,” blinds mostly drawn. Inside, investigators say it operated as a brothel and trafficking hub, exploiting vulnerable women while quietly sending profits far beyond Montana's borders.

The case began with a single outcry. A woman, identified in court records only as Jane Doe, reported being assaulted inside Soul Massage. When law enforcement searched the business, they found cramped living quarters, sexual paraphernalia, and workers controlled by Yanbin Bao who held the keys to their income, housing, and safety. What appeared to be a local code violation was an organized trafficking operation.

DeliverFund's role became critical. Investigators needed more than evidence from one business, they needed to understand the network behind it. Using advanced investigative tools and the world's largest analyst-curated counter-trafficking database, DeliverFund traced digital and financial connections beyond Missoula.

The investigation revealed profits flowing first to New York City, a known hub for illicit massage businesses, and then to mainland China, linking a small-town "spa" to an international trafficking network.

That financial picture helped prosecutors show the owner wasn't operating alone but as part of a broader system built on coercion and exploitation. It also exposed how trafficking doesn't just destroy lives, it drains money from American communities into overseas criminal enterprises.

Armed with DeliverFund's intelligence, investigators mapped how victims were recruited, controlled, and exploited while documenting the movement of money through the network.

Combined with victim testimony and physical evidence, that intelligence helped prosecutors build a compelling case. The result was convictions on both sex and labor trafficking charges and a significant prison sentence for the owner. More importantly, the case sent a clear message: rural communities are not beyond the reach of organized trafficking, but neither are they beyond the reach of justice.

For DeliverFund donors, this case demonstrates the power of intelligence. Your support didn't just help close one illicit business, it helped expose and disrupt a trafficking network stretching from a small Montana storefront to an international criminal enterprise.

“Two-Girl Special”One Silent Signal for Help

The ad offered a "two-girl special." It's a phrase analysts know to watch: language that implies multiple victims, even when the photos don't confirm it. The DeliverFund analyst flagged the advertisement, made contact, and waited.

Both women arrived at the hotel together. Officers moved in to detain them and began the process of separating them for interviews; standard protocol, and in this case, exactly the right call.

One of the women couldn't wait to be alone. She signaled to officers immediately; a look, a gesture that she needed to speak privately. When the door closed, she started talking. She had been trafficked for years. Not by a stranger. By the woman she had just walked in with, and that woman's husband.

The mechanism was debt. The couple had taken her in, given her a place to stay when she needed it most...and then started keeping score. Rent. Expenses. A number that was never fixed and never shrinking.

By her account, she believed she owed somewhere between $10,000 and $15,000, a figure they controlled and she could never escape. The only way out, they told her, was to work it off.

When she ran, and she had run more than once, they found her and brought her back. That night, she didn't have to run. Victim services were on site.

Before the night was over, she was somewhere safe, and with people who wanted nothing from her.
No debt.
No count.

No number on a whiteboard that kept climbing no matter what she did. Just a secure location, a conversation on her terms, and advocates whose only measure of success was whether she was okay.

The woman she arrived with was booked into jail; a weapon and drugs found on her, adding to the charges. A warrant went out for the husband. Both are in custody, awaiting what comes next in court.

Training Day

Live Lead

A DeliverFund training revealed every team was chasing the same victim, and picked up a real trafficking trail in real time.

Twenty-six law enforcement personnel filed into a training room in Pittsburgh, patrol officers, investigators, analysts, each bringing a different lens to the same problem. The exercise was straightforward: find an ad you believe signals trafficking, identify the indicators, and make contact. What happened next, nobody planned.

Three separate groups, seated just feet apart from one another, independently zeroed in on the same advertisement. Same subject. Same case. None of them knew it.

Each group worked the lead with discipline: pulling information, building a profile, piecing together indicators. They were good. But they each had something the others didn't.

When the instructor pointed out they were all chasing the same person, the room shifted. They pulled their chairs together and started comparing notes.

What had taken each group twenty minutes to build individually collapsed into something far sharper in a matter of seconds. The case didn't just get bigger, it got faster.

Then they entered the subject into RedLight Recon. The system flagged her immediately. She was already in the database, connected to a sex trafficking case from 2022 in California. And now she was surfacing in Pittsburgh.

The room went quiet. This wasn't a training scenario anymore. This was a real person, a real history, and a real trail, and they had just picked it up.

That moment, that silence, was the lesson. Not the exercise, not the debrief. The moment they realized that the tools work, that collaboration works, and that somewhere out there, a case was still open and waiting to be closed.
